LEPL Shota Rustaveli National Science Foundation’s Monitoring Department controls grant winner projects, according to the Contract. 

The Monitoring Department’s function is financial and program control of the current grant agreements. At the end of each reporting period, the Monitoring Department reviews reports on the funded projects and sets financial and program review acts: 

• Financial control implies, determining the compliance of the transferred (under a grant agreement) funds expenditure with the agreement;
• Program control implies, verifying documents proving implementation of planned objectives.
